原来come March 4 = when March 4 comes。
动词come表示“到……时”，用在表示时间或事件的名词之前。这是一个倒装句，come为动词原型式虚拟语气，其后的名词结构是主语，去掉了时间从句的连词when。这种用法比较特殊，常见于口语，属于非正式的或老派的用法。又例如：
