当whether和if作"是否"解，引导宾语从句时，两者通常可以互换。例如：
Idon't know whether/if she will come.
我不知道她是否回来。
但是，whether与if作"是否"解时的用法并不完全相同。现分述如下：
1、当提出两种选择与or not连用可以构成whether…or, whether.. or not表示"是否","是不是"等意思，此时不能用if代替whether。例如
I don't know whether he'Il come or not.
我不知道他来不来。
She hasn't decided whether she will go or stay.
她尚未决定是去还是留。
注意：当句子中有"or not"时，or not 可以紧接whether之后，也可以位于句末，此时若把whether 改为if，则 or not只能置于句末。又如：
Please tell me whether or not he' Il come here. = Please tell me whether he'Il come here or not.
请告诉我他是否来这儿。
I don't know if they are free or not．不能说I don t know if or not they are free.
我不知道他们是否有空。
2、whether后可以接不定式短语，而if则不能。例如：
She doesn' t know whether to get married now or wait.
她不知道是现在结婚，还是等等再说。
3、宾语从句位于句首，起强调作用时，只能用 whether，不能用 if。例如：
Whether she can really help you,I don't know yet.
我还不知道她是否真能帮助你。
4、当引导的从句作介词宾语时，只能用whether，不能用 if。例如:
The students are talking about whether the story is wonderful and interesting.
学生们正谈论着那个故事是否精彩有趣。
5、whether 与if一般引导肯定形式的宾语从句。若宾语从句是否定形式，表示“是否”的连词只能用 if。例如:
We wonder if they won’t come truly.我们想知道他们是不是真的不来。
另外，需要注意：if 除含有“是否”这个意义之外,还含有“如果”的意思，可引导一个条件状语从句，所以，在复合句中，为了避免可能产生的歧义，用whether可使意义更为明确。举例说明如下:
Write and tell me if you can come.
这句话可能含有两个意思：
a.写信告诉我你是否能来。
b.如果你能来，写信告诉我一声。
这里的if 和 whether不能通用。如果要表达第一句意思，应把if 换成whether :
Write and tell me whether you can come.如果要表达第二个意思，应把if置于句首: If you can come, write and tell me.
