Whether和If, 都具"是否"之意。但是，它们在应用中，却有很多差异…
1/ Whether…用来引导"表达选择、真实情况或疑问"的从句，尤其适用于"二选其一"的情况。
If...则更多地用于引出："假设意义的条件从句，或用于单项疑问”。
2/whether…可引出"句首的~主语从句"、If…不可以。
Whether he has signed the contract or not doesn't matter.
他是否签署了合同无关紧要。
whether Hemingway shot himself or was murdered is still unclear today.
直至今天，仍不清楚海明威是饮弹自杀还是被谋杀？…
3/ Whether...可引出"表语从句"、If...不可以。
(因为表语从句主要是陈述主语的真实特性，而不是由if来假设)。
whether...可引出实际意义的名词从句，能明确描述主语的特性。
The question is whether we should go ahead with the plan.
问题是我们是否应该继续执行这个计划。
The question is whether he has signed the contract or not.
问题是他是否在合同上签了字。
4/Whether...可引出"介词的宾语从句"、If...不可以。 I am thinking about whether I should take a vacation this summer.
我正在考虑我今年夏天是否应该休假。
Our decision will depend on whether the weather is good enough for the outdoor event.

5/. whether...可引出"同位语从句"、If...不可以。 There is a doubt whether he will come to the party. 此处存疑、他是否会来参加聚会。

Tom asked whether/if it was raining outside.(过去进行时态)

7/ whether...可引出"形容词的补语从句"，if...不可以。
I'm not sure whether the book is worth reading.
我不确定这本书是否值得一读。(正)
I'm not sure if the book is worth reading.(错)
8/whether or not…意为："是…否"，二者选其一。
If or not…不可连用。
注意： 在"or not"构成"二选其一"时，只能使用whether。
Whether or not he apologizes, I won't forgive him.(二选一)
无论他是否道歉，我都不会原谅他。
Whether you like it or not, you have to accept the reality.(二选一)
无论你喜不喜欢，你必须接受现实。
9/whether/If…or not：都可连用；因其中间有肯定的成分隔开，用If时，"不至构成双否定"。
The moon is moon, whether/if it shines or not。
月亮仍旧是月亮，不论其发光如否。
I don't know whether/if he likes coffee or not.
我不知道他是否喜欢咖啡。 10/ whether, if…引出的宾语从句中，多用"一般现在时"替代"将来时态"。
I don't know whether/if it rains tomorrow.
我不知道明天是否下雨。 I'm not sure whether/if the train leaves at 8 PM. 我不确定火车是否晚上8点发车。
注意事项：
★if…更适用于"引导条件状语从句"、宾语从句。 whether…则更适用于引导"选择、疑问"的各种从句。
★如果没有把握时，建议使用Whether，总是保险一些。因为它的很多功能、If~是没法表达的。
